    The Department of Energy of the Lumbee Tribe of North Carolina is pleased to announce the 2015 Heating Assistance Program (HAP) application dates. To be eligible for assistance all applicants must meet the income requirements set by the United States Department of Health and Human Services.   • Rehabilitation Program

    The Rehabilitation Program is currently repairing the flooring in three rooms of an elder’s home located in District 13. In the bedroom, shown above, the sub-floor, although in good condition, was exposed in some places. Also, the floor covering was damaged (ripped and torn). A new laminate floor covering will replace the old, substandard flooring in this room. As shown in these pictures, the sub-floor will first be covered by laminate flooring underlayment. Then, the laminate wood flooring will be put down. Finally, the trim will be re-painted, and molding applied. The flooring in the kitchen and living room of this home also will be repaired. When the current floor covering was pulled back in this area, certain parts of the sub-floor showed water damage. These damaged parts of the sub-floor will be replaced before a new floor covering is put in place.

    Lumbee Tribe Receives State Funding to Address Chronic Disease The Lumbee Tribe of North Carolina recently received a two-year, $480,000 grant for its Changing Lifestyles, Living Longer Program funded by the NC Department of Health and Human Service’s Office of Minority Heath and Health Disparities (OMHHD) to address chronic disease in the areas of cancer, diabetes and obesity. This new continuation funding from the Community Focused Eliminating Health Disparities Initiative (CFEHDI) was created and funded by the NC general assembly in 2005 to close the gap in health disparities among minorities in NC. The Tribe has received this funding since 2005 to address various health issues to include homicide and motor vehicle deaths. The Lumbee Tribe is one of twelve organizations in North Carolina to receive funding, and the only organization specifically targeting American Indians living in Robeson, Scotland, Hoke and Cumberland counties. This funding allows the Tribe to continue addressing the health care needs of its tribal membership through community health education community, medical home referral services, and a lay leader training program. The program partners with Robeson Health Care Corporation to refer tribal members to a medical home and to help the uninsured and UNC Pembroke Department of Nursing faculty to teach, and the Area Council on Aging to train lay health leaders.   • Substance Abuse Intervention and Treatment Events in Local Communities

    The Lumbee Tribe Receives Funding to Conduct Substance Abuse Intervention and Treatment Events in Local Communities On June 26, 2015, the Lumbee Tribe of North Carolina conducted a successful conversation targeting Veterans on substance abuse and treatment. This event was funded by the NC Department of Health and Human Services’ Division of Mental Health, Developmental Disabilities, and Substance Abuse’s Screening, Brief Intervention and Referral to Treatment (SBIRT) Program. As a result, the Tribe was recently awarded $40,050 to conduct up to nine additional local events to increase the awareness of access to recovery care and open discussion. The Tribe will reach individuals in the community regarding alcohol and substance abuse, and will determine how the Tribe will play a leadership role in meeting this serious health issues facing citizens in Robeson and surrounding counties. The focus groups will target various groups, including Veterans and Faith-Based organizations. These events will be limited to approximately 25-30 individuals.   • Election Ordinance

    Election Ordinance I would like to thank each of you who have sent inquiries regarding my action to veto an ordinance related to funds requested by the Tribal Elections Board. The Tribal Council passed an “Election Board Budget Ordinance” in the amount of $15,000 in start-up funds for operating costs for the November Tribal election. In accordance with the Lumbee Constitution, I have a fiduciary responsibility to implement the annual budget, and without proper supplemental documentation I am unable to do so. My decision to veto this action is due to the fact that the Election Board has yet to provide the administration a detailed budget outlining the expected expenditures in the amount of $15,000 for the election, which is mandatory for audit purposes. Thus, I have scheduled a meeting on Monday, July 13, with the Tribal Council and members of the Election Board to address this issue so the election can move forward as scheduled.   • Filing begins August 24 for Tribal Election

    Filing begins August 24 for Tribal Election The filing period for the upcoming election will begin on August 24, according to Sheila Beck-Jones,chairman of the Lumbee Tribe Election Board. The Election Board recently met and established important dates for the upcoming Tribal Election. The Election will be held November 17, 2015. The filing period will close on September 18. Tribal Chairman Paul Brooks' seat will be up for election along with seven seats on the Tribal Council. The seats up for election are District 1, held by Evan Davenport; District 4, held by Jonathan Locklear; District 5; held by Bobby Oxendine;District 7, held by Robert Chavis; District 9, held by Anita Hammonds Blanks; District 10; held by Terry Collins; and District 14, held by Homer Fields. Robert Chavis, Terry Collins,and Homer Fields have all served two consecutive terms and are ineligible to seek re-election. The filing fee to run for chairman is $500. The filing fee for tribal members seeking a seat on the Tribal Council is $250. To be eligible to run for chairman, the tribal member must be at least 35 years old and maintained their residence within the tribal territory for one year. Tribal members running for Tribal Council must be at least 21 and have maintained their residence in the council district they are seeking for at least one year. As far as voting, tribal members will be able to request absentee ballots from September 28 until October 30. Absentee ballots must be returned by 5 pm on November 16.   • Elderly Housing Site opening soon

    PEMBROKE — Construction of the Lumbee Tribe’s new elderly housing site is coming along swiftly, despite the recent winter weather. Anthony Holden, who is over the New Construction Department, said the $7 million project known as Pembroke Senior Village is 80 percent complete. A ribbon-cutting ceremony will be held at 11 am on August 14. The Lumbee Tribe is building 50 housing units on Candy Park Road, less than a mile from the Tribal Housing Complex. The rental units will be for elders who are 62 and older and meet the income requirements. Holden said he hopes to begin moving in the first residents in July. “We are excited about this new project,” Holden said. “This administration, along with the Tribal Council, has always stressed the importance of providing safe and affordable housing for our tribal members, especially our elders.” The project consists of 25 duplex units spread over a 12-acre lot. Elders will have an option of one or two-bedroom units. The development will include a community building, a playground, sidewalks, decorative area lighting and attractive landscaping. Once complete, our elders will also enjoy a covered picnic area, gazebo, outdoor seating areas and a computer center. Pembroke Senior Village is conveniently located near a shopping center, pharmacy, grocery store and a recreation complex. The tribe broke ground on the project in mid-October 2014.
