LUMBEE TRIBE OF NORTH CAROLINA RESTRICTED SOLICITATION THIS INVITATION IS RESTRICTED TO QUALIFIED TRIBAL AND /OR INDIAN OWNED ECONOMIC ENTERPRISES AND ORGANIZATIONS FOR THE CONSTRUCTION OF ( FIVE ) SINGLE FAMILY HOMES THIS IS A SINGLE PRIME SOLICITATION FOR LICENSED GENERAL CONTRACTORS: The Lumbee Tribe of North Carolina will receive SEALED BIDS, mailed or hand delivered, until 3:00 p.m. on Monday, January 18th,2016 at the Lumbee Tribal Housing Complex located at P.O. Box 2709 ( 6984 NC Hwy. 711 West) Pembroke, North Carolina 28372; ATTN: Anthony Holden . Bids will be opened and read aloud on Tuesday, 19th, 2016 at 11:00 am in Conference Chambers located at the above address. The Lumbee Tribe is soliciting sealed bids for contractors to construct Five (5) single family homes. These homes will be constructed on scattered sites and on tribally owned land located within the tribal territory. Contractors will be responsible for all permits, materials, labor, and utilities for the entire project. Contractors must submit documentation of: General Liability insurance coverage- $500,000 North Carolina General Contractors License (with proper classification) Workers’ Compensation- $250,000 Surety bid bond, certified check, or letter of irrevocable credit specified for each particular job, equivalent to 5% of the bid price Statement identifying business as Indian owned and operated A list of subcontractors and material suppliers. NOTE: ALL BONDING COMPANIES MUST BE ON THE U.S. DEPARTMENT OF TREASURY’S LISTING OF APPROVED SURETIES Bids not containing ALL listed items will be deemed incomplete and unacceptable. All qualified proposals meeting required terms and specifications will be evaluated and approval made by the Lumbee Tribe of North Carolina to constitute the most responsible bid for the services requested. A firm fixed price contract award will be made in writing to the lowest responsive and responsible bidder. As stated in 2 CFR part 200.320 (C) (2) (iv). For contracts exceeding $150,000, the selected contractor will be required, within 14 calendar days, to produce a payment and performance bond for 100% of contract amount. Contractor is responsible for a builder’s risk insurance policy for each project. 75% of all subcontracts and material suppliers shall be with Tribal and /or Indian-owned economic enterprises and organizations. The submitted list of subcontractors/material suppliers cannot be changed without written permission from the Owner. Contracts may be terminated for improper subcontracting, failure to supply wage or sales tax information, or false certification as to subcontracting with Tribal and/or Indian-owned economic enterprises and organizations. - Lumbee Inauguration Ceremony to be held Jan. 7
PEMBROKE — The Lumbee Tribe’s new chairman and council representatives will be sworn-in during a ceremony on the campus of The University of North Carolina at Pembroke on Thursday, Jan. 7, 2016. The Lumbee Inauguration Ceremony for Tribal Chairman-Elect and Tribal Council-Elect will be held at 6 pm at the Givens Performing Arts Center in Pembroke. A reception will follow at the University Center Annex. Food will be served. Harvey Godwin, Jr. will be sworn-in as the new chairman. Godwin won the tribal election on November 17. He received 41 percent of the votes cast. The race included four other candidates, including incumbent Paul Brooks, Terry Collins, Bobbie Jacobs-Ghaffar and Lynn Jacobs. Godwin is the owner and CEO of Two Hawk Employment Services and Two Hawk Workforce Services. He serves on the Board of Directors for the Lumber River Workforce Development Board. He is chairman of the Julian T. Pierce Memorial Scholarship Fund at UNC-Pembroke and chairman for the Robeson Community College Foundation Board of Directors. The new council members who will be sworn-in are: LaKishia Spaulding Sweat in District 1; Jonathan Locklear, District 2; Bobby Oxendine, District 5; Dr. Reginald Oxendine Jr., District 7; Janet Locklear, District 10; and Barbara Lowery, District 14. The outgoing council members are Evan Davenport, Robert Chavis, Terry Collins and Homer Fields.

- New Election in District 9 set for Jan. 12
The Tribal Election Board has ordered that the new election in District 9 be held on Jan. 12, 2016. Voters in District 9 can begin requesting absentee ballots. The deadline to request an absentee ballot is December 23. Absentee ballots must be returned by Jan. 11, 2016. The official results showed that Elaine McNeil Collins defeated incumbent Anita Hammonds-Blanks by a vote of 199 to 197 on November 17. An automatic recount was held because tribal election law requires it if the vote difference between two candidates is within a range of 1 percent of the total number of ballots cast. The recount ended with Collins receiving 200 votes and Blanks, 197. Hammonds filed an appeal on November 24 challenging the eligibility of four voters. The Election Board ruled in favor of Hammonds and ordered a new election. “The Lumbee Tribal Election Board, after a hearing, concludes that four voters ….. live outside the boundaries of District 9,” according to the board’s response. The board concluded that there were “material and significant irregularities” that occurred during the District 9 tribal council race. District 9 includes all of Saddletree. Any tribal member or American Indian who would like to place their name/business on the qualified bidder list for the Lumbee Rehabilitation Program must submit an application to Nichole Dial at the Tribal Housing Complex. Applications may be mailed or hand delivered, but must be received at the Tribal Housing Complex by 3 pm on Monday, January 4, 2015. Applications can be mailed to Post Office Box 2709, Pembroke, NC 28372 or be submitted at the complex at 6984 NC Hwy 711 West in Pembroke, NC. The Lumbee Tribal Election Board has ordered a new election in District 9 after determining that four people voted out of district. A date for the election has not been set. Sheila Beck-Jones, chairwoman of the Election Board, said a date will be announced by December 16. The official results showed that Elaine McNeil Collins defeated incumbent Anita Hammonds-Blanks by a vote of 199 to 197 on November 17. An automatic recount was held because tribal election law requires it if the vote difference between two candidates is within a range of 1 percent of the total number of ballots cast. The recount ended with Collins receiving 200 votes and Blanks, 197. Hammonds filed an appeal on November 24 challenging the eligibility of four voters. The Election Board met on Wednesday. “The Lumbee Tribal Election Board, after a hearing, concludes that four voters ….. live outside the boundaries of District 9,” according to the board’s response. The board concluded that there were “material and significant irregularities” that occurred during the District 9 tribal council race. District 9 includes all of Saddletree. - Hammonds-Blanks files appeal with Tribal Election Board
Tribal Councilwoman Anita Hammonds-Blanks is challenging the outcome of the District 9 race during the November 17 tribal election. Blanks, who lost by three votes, are protesting that four tribal members voted out of district. The Election Board will hold a hearing at 5 pm on Wednesday, December 3. On Election night, Elaine McNeil Collins received 199 votes and Blanks had 197 votes. An automatic recount was held because tribal election law requires it if the vote difference between two candidates is within a range of 1 percent of the total number of ballots cast. The recount ended with Collins receiving 200 votes and Blanks, 197. District 9 includes the Saddletree community. Any action taken by the Election Board should be announced on Thursday, December 4, according to Sheila-Beck Jones, chairwoman of the Tribal Election Board. Aside from the District 9 race, all of the other council races and the chairman race were officially certified on November 24, according to Jones. The results of the Tribal Chairman’s race was also certified. Harvey Godwin Jr. was named the new Tribal Chairman after receiving 41 percent of the total votes cast. Godwin defeated incumbent Paul Brooks and three other challengers. Chairman Godwin will take office in January. He will serve a three-year term. A date has not been set for the swearing-in ceremony. The official winners of the contested Tribal Council races are incumbent Bobby Oxendine, District 5; Reginald Oxendine Jr., District 7; Janet Locklear, District 10; and Barbara Lowery, District 14. Lakisha Spaulding Sweat (District 1) and Incumbent Jonathan Locklear (District 4) were unopposed. A date has not been set for the swearing-in ceremony of the new council members. The terms are for three years.
