HISTORY AND CULTURE In Southeastern North Carolina, on the winding, dark waters of the Lumbee River, you will find the heart and homeland of the Lumbee People. The ancestors of the Lumbee came together in the shelter of these lands hundreds of years ago; survivors of tribal nations from the Algonquian, Iroquoian and Siouan language families, including the Cheraw and other affected tribes. Years of war, disease and colonization made the Lumbee River lands a safe haven for survival and fostered a resilient and prosperous tribe. The ancestors of the Lumbee were recognized as a Tribal Nation in 1885 by the State of North Carolina. In 1956, Congress recognized the Lumbee as an Indian Tribe, while denying the People any federal benefits that are associated with such recognition. The Lumbee were federally recognized fully by the United States on December 18, 2025. The Lumbee Tribal Complex is located in Pembroke, North Carolina. The tribal territory and service area includes four counties: Robeson, Scotland, Hoke and Cumberland. The tribal housing complex, also known as “The Turtle”, houses most tribal services. The Lumbee are a strong People with a dynamic history and promising future. The office seeks to preserve for all time the Lumbee way of life by maintaining vital records provided by and for tribal members. In doing so, the office is in keeping with the tribe’s desire to honor our ancestors and provide for future generations. The Enrollment and Records office is regulated by CLLO-2010-0121-01 An Act to Provide Tribal Enrollment Ordinance. This ordinance is in accordance with Article II of the Lumbee Constitution. Project Create Registration for Services C areer R eadiness and E ducational A dvancement T hrough N ative Y outh E mpowerment Project CREATE is a five-year United States Department of Education grant awarded to the Lumbee Tribe of North Carolina. Project CREATE (Career Readiness and Educational Advancement Through Native Youth Empowerment) aims to improve educational opportunities and long-term academic and career outcomes for American Indian youth by building culturally responsive, community-rooted pathways that begin in early childhood and extend through high school, postsecondary education, and into high-skill careers. The grant will be providing services beginning October 1, 2025 through September 30, 2029. These camp experiences will help bridge the education gap, reduce summer learning loss, and provide Native students in the LTSA an opportunity for academic, social, and emotional growth. Workshops will include college admission requirements, financial aid deadlines, scholarship opportunities, degree options, etc. You will also engage with American Indian career professionals to help you navigate your personalized experience. Administered by The Lumbee Tribe of North Carolina University or College Tours Project CREATE will plan and coordinate a two-day university/college tour experience to empower Native youth on their academic pathway. This university/college tour event will be specifically designed to reflect the educational, cultural, and social needs of Native students. Tours will be crafted to reflect a Native presence on campus and provide early exposure to college academia and support opportunities. Administered by The University of North Carolina at Pembroke Early Childhood Empowerment School readiness for pre-K-3 grade students will be enhanced annually through culturally grounded programs and family-based learning. Through collaboration with tribal educators and community stakeholders, young Native learners will enter elementary school equipped with the academic and cultural foundation for long-term success. 1/7 The Homeownership Program provides opportunities for safe, affordable housing for low-to-moderate income applicants unable to obtain financing with a conventional lender. Upon being approved and selected for the program, an assigned housing counselor will serve as a liaison for applicants throughout the construction phase and closing of the home. The Lumbee Tribe of North Carolina will construct the home and act as the lender. Homes may be built on the applicant’s land or in a tribal subdivision. Home buyer education will be provided to all applicants. An orientation will be scheduled, with focus upon housing plans, budgeting, and general maintenance/upkeep of the home. The Homeownership Program operates on a first-come, first-serve basis, from a waiting list. Applications are accepted for homeownership from applicants who meet the eligibility requirements, which include, but are not limited to the following: Applicant must be an enrolled member of the Lumbee Tribe of North Carolina. Applicant must be at least 18 years of age. Applicant must be a first-time home buyer. Applicant must have at least a 550 credit score Applicants for homeownership must not have received prior housing assistance from the Lumbee Tribe or any other governmental housing agency for the construction or purchase of a home. Tribal members who receive homeownership assistance must agree to use the home as their primary residence during the term of the homeownership agreement and the home must be located within the tribal service area of Cumberland, Hoke, Robeson, and Scotland Counties. Homeownership applicants are not eligible for both homeownership and down payment assistance. Applicants that are ineligible for homeownership or down payment assistance are encouraged to apply for the Section 184 Loan Guarantee Program through local lenders. Applications for homeownership are accepted Monday-Friday, from 8:00 a.m. until 4:00 p.m. The following documents are needed to apply for homeownership. Applications will not be accepted without all supporting documentation for each member of the household.
