- Installation of Emergency Generators by M-R Electric
This week, the Lumbee Tribe of N.C. began the installation process of installing 8 emergency generators across the Lumbee Tribal Territory. The generators will be placed at each existing Lumbee Tribe Boys & Girls Clubs and community center buildings throughout Lumbee tribal communities. The generators will assist with outreach in emergency situations such as electricity outage due to storms. Following Hurricane Matthew and Hurricane Florence, Lumbee Tribal Chairman Harvey Godwin, Jr. installed the first two emergency generators at the Pembroke Boys & Girls Club and the Lumbee Tribal Housing Complex in the fall of 2019. The generators will allow the tribal staff to continue to operate and distribute assistance to people in need such as food and supplies. Lumbee Tribal Chairman Harvey Godwin, Jr. said that since Hurricane Matthew the Lumbee Tribal government learned to establish rescue, relief and recovery efforts. “We are now in the stages of resiliency, all through the two hurricanes and now the pandemic,” said Godwin. “We learned we must have power to operate with our corporate partners LREMC and Duke Energy to make sure that our staff could serve the needs of the people. This plan makes it possible for every tribal building to have a generator for future disaster relief situations.” The new generators are being installed at Southern Spirit Boys & Girls Club, Two Streams Boys & Girls, Four Winds Boys & Girls, Hawkeye Boys & Girls, Scotland County Boys & Girls, First Nation Boys & Girls and the Soaring Eagle Community Center, Lumbee Lodge Community Center M - R Electric is the contractor installing the Emergency Generators. The units should be installed by mid- October. This is part of the Lumbee Tribe Emergency Rescue Plan that was implemented during the recent hurricanes. The Lumbee Tribal Housing multi-year plan is to also install generators at any future buildings that may be established.

- Harold Collins Inducted into Indian Quarter House Hall of Fame
Congratulations to Harold Collins for being inducted into the Indiana Quarter Horse Hall of Fame. Collins, an enrolled member of the Lumbee Tribe of N.C., completed his stellar riding career in 2018 with 787 wins and earnings in excess of $7 million. He is second on the list in all-time leading purse earnings for a Quarter Horse jockey and holds the record for most jockey titles at Indiana Grand, winning the top spot five times (2005, 2008, 2009, 2011 and 2013). He also has the most career stakes victories of any other Quarter Horse jockey in Indiana Grand history. Collins still holds the record for the 100-yard dash, a mark he set in 2010 aboard Courvilles Bluff in :06776 seconds. Standout horses during his career in Indiana include Air Born Leader, Eyes Got Hope, One Tough Dude and Sum Fun For Magic. Free Drive-Thru COVID-19 testing continues at the Lumbee Tribe Housing Complex in Pembroke. The testing is available Monday through Friday from 8:30 am till 4:30 pm. Program staff will assist participants with the self-administered COVID test while you remain inside your vehicle. This is a nasal swab test. STATEMENT OF NEEDS The Lumbee Tribe of North Carolina Tribal Council Economic Development is seeking proposals to create and operate an online store for the sole purpose of creating, designing, and selling officially licensed Tribal Merchandise. IV. PROPOSAL PREPARATION AND SUBMISSION INSTRUCTIONS A. RFP RESPONSE: In order to be considered for selection, offerors must submit a complete response to this RFP. One (1) original proposal must be submitted to the issuing agency on or before the closing date. Facsimile or electronically transmitted proposals will not be accepted. Offerors assume sole and full responsibility for the timely delivery of the proposals. Late proposals will not be considered. All proposals will become a part of LUMBEE TRIBE OF NORTH CAROLINA’s official files and will not be returned to the offeror. All questions responded to by LUMBEE TRIBE OF NORTH CAROLINA will be forwarded in the form of an addenda to this RFP. B. PROPOSAL PREPARATION: 1. The proposals shall be in an email attachment and addressed as directed in the solicitation. 2. Proposals shall be signed by an authorized representative of the Offeror. All information requested should be submitted. Failure to submit all information requested may result in LUMBEE TRIBE OF NORTH CAROLINA requiring prompt submission of missing information and/or giving a lowered evaluation of the proposal. Proposals which are substantially incomplete or lack key information may be rejected by LUMBEE TRIBE OF NORTH CAROLINA. Mandatory requirements are those required by law or regulation or are such that they cannot be waived and are not subject to negotiation. 3. Proposals should be prepared simply and economically, providing a straightforward, concise description of capabilities to satisfy the requirements of the RFP. Emphasis should be placed on completeness and clarity of content. 4. Oral Presentation: Offerors who submit a proposal in response to this RFP may be required to give an oral presentation of their proposal to LUMBEE TRIBE OF NORTH CAROLINA. This provides an opportunity for the offeror to clarify or elaborate on the proposal. This is a fact finding and explanation session only and does not include negotiation. LUMBEE TRIBE OF NORTH CAROLINA will schedule the time and location of these presentations. Oral presentations are an option of LUMBEE TRIBE OF NORTH CAROLINA and may or may not be conducted. C. SPECIFIC PROPOSAL INSTRUCTIONS: Proposals should be as thorough and detailed as possible so that LUMBEE TRIBE OF NORTH CAROLINA may properly evaluate your capabilities to provide the required good/services. Offerors are required to submit the following items as a complete proposal: 1. Return the RFP cover sheet and all addenda acknowledgments, if any, signed and filled out as required. Provide the names of the person(s) who will be authorized to make representations for the Offeror, their titles, addresses, and telephone numbers. Provide information that the person signing the RFP is authorized to bind the firm(s). 2. A written narrative statement to include: (1) experience of your company and its staff in providing the services described in the Statement of Needs; (2) names, qualifications and experience of personnel to be assigned to the contract; (3) resumes of staff to be assigned to the contract; (4) locations of company offices that will service this contract; (5) names and contact person for references. 3. The Offeror’s ability to successfully provide E-Commerce services of this scope, size and nature. 4. Provide information describing your firm’s structure for addressing conflicting representation requirements. 5. Provide a list of all products, goods, and/or merchandise the Offeror is able to provide as a part of the online platform. 6. Detailed Proposed rates: Offeror(s) shall submit a complete a pricing guide of all products, goods, and/or merchandise the Offeror is able to produced. Proposed rates shall include the percentage to be paid to the Lumbee Tribe of North Carolina. 7. Provide information detailing the Offeror(s) plan for shipping and delivering the products, goods, and/or merchandise to consumers. 8. Provide a statement identifying the business as Indian owned and operated. EVALUATION AND AWARD CRITERIA: A.EVALUATION: Proposals will be evaluated based on the following criteria: 1. Qualification, Experience, Capacity and Resources (10%): The Offeror’s capacity and resources to perform the services described in the RFP. The Offeror’s accessibility to LUMBEE TRIBE OF NORTH CAROLINA. The Offeror’s demonstrated experience and success of the Offeror in providing the services outlined in the RFP. 2. Plan, Methodology, Approach and Strategy (10%): The Offeror’s approach for the implementation and operation of the services outlined in the RFP and the portfolio of services offered. Quality and feasibility of Offeror’s plans to implement the services outlined. 3. Demonstrated commitment of the Offeror to the furthering of LUMBEE TRIBE OF NORTH CAROLINA’s economic opportunity (10%). Qualified Tribal and/or Indian-owned economic enterprise or organizations. 4. Company Services (20%). The willingness to provide a dedicated account management team for the Lumbee Tribe of North Carolina 5. Proposed Rates (50%): B. AWARD OF THE CONTRACT: Selection shall be made of one or more Offerors deemed to be fully qualified and best suited among those submitting proposals on the basis of the evaluation factors included in the Request for Proposals, including price, if so stated in the Request for Proposals. Negotiations shall be conducted with the offerors so selected. Price shall be considered, but need not be the sole determining factor. After negotiations have been conducted with each offeror selected, the agency shall select the offeror(s) which, in its opinion, has made the best proposal, and shall award the contract to that offeror(s). LUMBEE TRIBE OF NORTH CAROLINA may cancel this Request for Proposals or reject proposals at any time prior to an award, and is not required to furnish a statement of the reasons why a particular proposal was not deemed to be the most advantageous. VII. REPORTING AND DELIVERY INSTRUCTIONS: The Contractor(s) shall provide the following immediately following contract signing: • Special reports as agreed upon by the LUMBEE TRIBE OF NORTH CAROLINA. • Contract Administrator for the contract. • Procedures for receiving and responding to requests. DEBARMENT STATUS: By submitting their proposals, offerors certify that they are not currently debarred by LUMBEE TRIBE OF NORTH CAROLINA, the State of North Carolina or the Federal Government from submitting proposals on contracts for the type of goods and/or services covered by this solicitation, nor are they an agent of any person or entity that is currently so debarred. CLARIFICATION OF TERMS: If any prospective offerors has questions about the specifications or other solicitation documents, the prospective offerors should contact the Contract Officer whose name appears on the face of the solicitation no later than five working days before the due date. Any revisions to the solicitation will be made only by addendum issued by the buyer. ASSIGNMENT OF CONTRACT: A contract shall not be assignable by the contractor in whole or in part without the written consent of LUMBEE TRIBE OF NORTH CAROLINA. None of the required work shall be subcontracted by the contractor without the prior, written consent of LUMBEE TRIBE OF NORTH CAROLINA, which may be withheld by LUMBEE TRIBE OF NORTH CAROLINA in its sole discretion. The contractor shall be as fully responsible to LUMBEE TRIBE OF NORTH CAROLINA for acts and omissions of the contractor’s subcontractor’s and of persons either directly or indirectly employed by its subcontractors, as the contractor is for the acts and omissions of persons directly employed by the contractor. The contractor shall include in each subcontract the contractor enters into for the provision of services under this contract, all provisions required to be included in such subcontracts established elsewhere within this contract
