Emergency/Rental Assistance The Emergency/Rental Assistance Program provides direct assistance to pay deposit or rent up to $600 in a one year period, and no more than twice in the lifetime of the applicant. Applications are accepted for emergency/rental assistance from applicants who meet the eligibility requirements, which include, but are not limited to the following: ° Applicant must be an enrolled member of the Lumbee Tribe of North Carolina. ° Applicant must reside in the service area of Cumberland, Hoke, Robeson and Scotland Counties. ° Applicant must provide emergency documentation and hardship documentation. Applications are accepted daily. The following documents are needed to apply for emergency /rental assistance. Elders Services National Domestic Violence Hotline 1-800-799-SAFE (7233) 1-800-787-3224 (TTY) Domestic violence can be defined as a pattern of abusive behavior that is used by an intimate partner to gain or maintain power and control over the other intimate partner. Domestic violence can be physical, sexual, emotional, economic, or psychological actions or threats of actions that influence another person. This includes any behaviors that intimidate, manipulate, humiliate, isolate, frighten, terrorize, coerce, threaten, blame, hurt, injure, or wound someone. National Sexual Assault Hotline 1-800-799-SAFE (7233) 1-800-787-3224 (TTY) Sexual assault can be defined as any type of sexual contact or behavior that occurs by force or without consent of the recipient of the unwanted sexual activity. Falling under the definition of sexual assault is sexual activity such as forced sexual intercourse, forcible sodomy, child molestation, incest, fondling, and attempted rape. It includes sexual acts against people who are unable to consent either due to age or lack of capacity. Tribal Enrollment FAQs Lineage Chart Tribal Enrollment Applicatiion Re-Certification Form Tribal Enrollment Enrollment Definitions 1. Who is Eligible for Lumbee Tribal Membership? Only individuals who have biological descent to one or more persons named on the tribe’s base rolls and who maintain historical or present day contact. All current members and potential members must show that tribal contact is being maintained. 2. What happens if I do not meet the criteria for enrollment? If you do not meet the criteria for enrollment you will receive a decision letter and a petition to file an appeal with the Administrative Court via certified mail. You have the option to appeal the adverse decision to the Administrative Court and you have sixty (60) days from the date of receipt to file the appeal. If, for some reason the petition is not included, you may download it here . 3. Can I enroll via mail, email, or fax? No, tribal law requires that you apply in person in the office for purposes of enrollment. However, parents or legal guardians may apply for membership of any minor children in their custody and the minor children do not have to be present. 4. What are the required documents needed for enrollment by each applicant? County issued certified* birth certificates that record parent(s) name(s), photo ID for adults (e.g. driver’s license), a certificate from the Lumbee History Culture Class, and a completed application. 5. Do I need to fill out an application on my minor child(ren)? If you are an enrolled parent, you may fill out the re-certification form and list your child under you. If you are a parent enrolling yourself and a minor child(ren), you would need to only fill out one application and then list your children under Section III of the enrollment application. 6. I already have the updated enrollment card. Do I need to get another one? Check the expiration date on your card. If it has expired or is getting ready to expire you need to update as soon as possible. If you are 55 and over and have an updated enrollment card, you are eligible to get the permanent card with the fifty (50) year expiration date and this can be done via mail. 7. Do I need my birth certificate to update my enrollment card? YES. You should always bring the county issued certified* birth certificate that lists parent(s) name(s), and photo ID when visiting the enrollment office for any purpose. 8. What if I am enrolled but cannot find my old tribal card? As long as you bring your photo ID and county issued certified* birth certificate that lists parent(s) name(s), we can access your membership file. 9. When can I come in to update my enrollment and get the new picture enrollment card*? Applicants are seen Monday through Friday with the exception of our Archiving Week from 8:00am 4:30 pm. The Office of Tribal Enrollment and Records and all other tribal offices are closed in observance of all federal holidays, with the exception of Columbus Day. *Before visiting the Office of Tribal Enrollment and Records, check our Office Closing section to verify that the office is open on the day of your visit; and if you are still not sure, you may contact enrollment staff at 910.522.5468. 10. Why do the rolls close? Lumbee Tribal Council always closes the Lumbee rolls 30 days prior to and after any Lumbee elections for verification purposes. Also, the Lumbee Tribal Council reserves the right to close the rolls periodically for maintenance or other reasons. Please check for closure notifications at www.lumbeetribe.com . 11. Is there a form I can fill out early to help speed the process up when I get into the office? Yes, we have now posted the Re-certification form and New Enrollment application online for individuals to download and print. The enrollment application is formatted to be printed on legal size paper. If you are unable to print it on legal size paper, please wait to complete it at the office. 12. What if I have been adopted? If you are Lumbee by birth and have been adopted, you would need the original birth certificate that records the biological parent(s) name(s) and the amended birth certificate that records the adoptive parent(s) name(s). If you cannot get access to the original birth certificate, we will accept DNA evidence to prove biological descent. Please be advised that the Enrollment Office reserves the right to request DNA evidence from any applicant or member. 13. Who/What can I use for DNA testing? The enrollment office has a contract with LabCorp and we offer DNA testing at a reasonable price of $50 per person. The testing can be done on-site at the Tribal Housing Complex or off-site at a facility closest to your residence. DNA testing is used only to determine paternity or maternity (in the case of adoptions). Do not try to schedule testing directly through LabCorp or they will charge you full price. You would need to contact the enrollment office to schedule this testing. *Certified birth certificates must be issued from the county of birth. Birth certificates will only be accepted from the state when the county does not issue birth records.

< < back Volunteer Program TEEN IMPACT BACK TO SCHOOL Requirements Requirements: Volunteers must be at least 16 years of age. All applicants must submit an application, complete with personal references to be verified by the volunteer coordinator. All applicants must participate in an initial interview with the volunteer coordinator. All volunteers are subject to a criminal background check. All applicants are required to complete volunteer training/orientation as required before site placement and sign a job description. Direct Service Volunteers work along with tribal employees assisting tribal programs including: Tribal Boys & Girls Clubs, Elder Services, Enrollment, Veterans Affairs, Energy Assistance, Housing Research and Compliance, Vocational Rehabilitation. Additional tribal events and tribal advocacy efforts allow direct services volunteers to work directly along with tribal employees and tribal members seeking services. Indirect Service Volunteers work alone or as part of a group, providing services including; community service through assisting elders, visiting tribal members in hospitals and assisted living facilities. Additional efforts can include; participating in community efforts that benefit tribal members such as food, toy and clothing drives. These volunteer opportunities are communty based with no affiliation with the Lumbee Tribe of North Carolina. Your Talents and Skills Are Needed Become a Tribal Volunteer. Your experience can have a meaningful impact on our program and the lives of Tribal members. Please join the Tribal Volunteer team and make a difference in your community. Our non‐school based volunteer club, engages tribal youth ages 13‐18 in meaningful community services, while enriching the understanding through peer support, mentoring, and service learning. Plan & Description Teen Impact is a tribal based community service club for teenage members of the Lumbee Tribe of North Carolina. The Volunteer Program of the Lumbee Tribe of North Carolina assists and mentors the teen volunteer as he/she donates service hours to a community cause of their choice. Teen Impact is not for all teens who want to volunteer. It is for all teens who want to make a difference through volunteering. To truly make a difference, volunteers need to be committed to their volunteer service, and be willing to invest their time to make a change in the lives of people who need their help. The Volunteer Program of the Lumbee Tribe of North Carolina will expand, develop and maintain strong relationships with community organizations that need volunteers and especially like to include teenagers in their important work. Teen Impact will help each teen member to connect with a good cause, while taking into consideration the time and location of the community service, in order that it fits their schedule and transportation is available. How to Join Joining Teen Impact will take some thought. The teens of the Club will be committed to the motto...Deeds Not Words. They put kind thoughts and concerns for others into actions that truly make a difference. If you are a person that is ready to sacrifice time for a good cause then Teen Impact wants to talk to you. Teen Impact is limited to teen’s age 13‐18. We recognize that many teens are asked to perform community service work to qualify for grades, credit, National Honor Society, and better positioning for college acceptances and scholarships. Being a part of Teen Impact goes far beyond "getting hours". Teens that join the Club have a driving passion to help others that is not limited by an hour requirement. They are the best and most dedicated of teen volunteers. Does this describe you? Do you have the right stuff to belong? The first step to being part of Teen Impact is to complete the IMPACT application packet. The Tribal Volunteer Manager can schedule an interview for you (parents welcome), which will help you gather information about the club and learn about different types of volunteer opportunities that might be available near you. Each teen selects an area where they would like to donate their time. Some of the teens volunteer with tribal government & organizations, disabled teens, abandoned animals, senior citizens, hospitals, medically fragile children, disadvantaged youth, homeless shelter, food banks, women support groups, and many others. There is no fee for joining and members are not obligated to stay with the club if they determine it is not for them. It is the hope of the Lumbee Tribe of North Carolina that Teen Impact Alumni will go on to make a lifelong commitment to volunteerism, philanthropy and making a difference in our tribal community. Teen Impact is a youth volunteer movement that is teen driven, meaning that the teens make all the decisions regarding policies, procedures and traditions of the club. Crisis Intervention Program (CIP) Energy Department Energy Department 1/2 Crisis Intervention Program (CIP) Download Crisis Intervention Program Checklist Provides assistance to low-income households that are in a heating or cooling related emergency. Energy assistance is important to all that receive it, but more so if someone in your home is elderly, disabled or a young child under 6 years old. These persons are especially at risk for life threatening illness of death if their home is too cold in the winter or too hot in the summer. Benefits may vary based upon the amount needed to alleviate the crisis; however, the maximum allowed benefit cannot exceed $600 per tribal fiscal year (October – September). An eligible Household may receive assistance more than one time during the tribal fiscal year. Changing Lifestlyes - Living Longer < < back Focus Areas Changing Lifestyles Living Longer program focuses on the impact of chronic diseases such as cancer, obesity, and diabetes among Lumbee tribal membership living in the tribal services areas of Cumberland, Hoke, Robeson, and Scotland counties. Excess body weight increases the risk of developing and dying from many types of cancer? About one in three cancer deaths in the U.S. is related to poor nutrition and the lack of physical activity, with obesity as a major factor? Two out of three Americans are overweight or obese? Evidence suggests that a diet low in vegetables, fruits, and whole grains, and high in red and processed meats can increase the risk of several of the most common cancers? It is far easier to avoid gaining weight than it is to lose it? Avoiding weight gain has clear benefits for reducing the risk of heart disease, diabetes, and cancer? Balancing caloric intake with physical activity plays an important role in maintaining a healthy weight or losing weight? At least 30- 60 minutes of physical activity 5 or more days per week is recommended? Services Provided Community forums that educate the Lumbee Tribal Community concerning the importance of preventive health measures and the causes of some chronic diseases such as diabetes, cancer, and the burgeoning effects of obesity. Tribal Enrollment Definitions Lineage Chart Tribal Enrollment Application Re-Certification Form Tribal Enrollment Enrollment FAQs 1. Amended Birth Certificate – An amended birth certificate is a birth certificate issued when there is a change to the original record. Such changes occur when a child is adopted (and the adopting parent(s) are listed as parent(s) rather than the biological parent(s) or to correct errors (i.e. mis-spelling of name) on the original birth certificate. 2. Certificate of Indian Blood (CIB) – A CIB is a certificate that gives the Lumbee blood degree of individuals who link back to the base rolls. It is primarily used by students applying for scholarships or any other program where proof of blood quantum is required. (This certificate cannot be used to apply for services, benefits, or privileges that are restricted to members of federally recognized tribes.) 3. Certificate of Tribal Enrollment (CTE) – In lieu of the tribal enrollment card the office can issue a certificate that is free to the member. 4. Certified Birth Certificate – Official birth certificate issued by the County Register of Deeds. For purposes of enrollment, we require the type of birth certificate that records the name(s) of parent(s). Certified birth certificates must be issued from the county of birth. Birth certificates will only be accepted from the state when the county does not issue birth records. 5. Enrollment Card – Photo ID Card given to enrolled tribal members that lists enrollment number, address, date card was issued, and seven (7) year expiration date. A new addition to the card is the tribal voting district on the backside. 6. Lineage Chart – This is the family tree and is always filed as the first page of the Lumbee Tribal Enrollment Application. 7. Lumbee History Culture Class – Class that is provided for applicants, aged 18 and over, who are applying for tribal enrollment, individuals re-instating enrollment, or for non-Lumbee parents who are applying on behalf of their minor child. The class is mandated by Ordinance CLLO-2010-0121-01 and provides information pertaining to the tribe’s history, culture and other significant facts. It was created to show maintenance of tribal contact and, through it, the contact interview process was discontinued. 8. Permanent Enrollment Card – Photo ID Card given to enrolled members fifty-five (55) and older that also lists enrollment number, address, and date card was issued. This card has a fifty (50) year expiration date. A new addition to the card is the tribal voting district on the backside. 9. Restoration Fee – This fine must be paid prior to an enrolled member updating if their card has expired or they have never updated (minors will not be charged this fine). 10. Tribal Base Rolls – For purposes of enrollment, the primary base rolls are the 1900 and/or 1910 Federal Indian census records for Robeson and adjoining counties (excluding Columbus County, NC). Tuition Waivers – For educational purposes, some states “waive” tuition for students attending post-secondary schools or institutions of higher education based on their blood degree. These waivers are commonly referred to as “tuition waivers.” To find out if your state offers tuition waivers, please contact the institution that you will be attending. Unfortunately, the Lumbee Tribe does not offer any educational scholarships or tuition waivers.

Home Improvement Program (HIP) 1/15 Addresses and eliminates sub-standard housing conditions that threaten the health and safety of tribal members. The program provides services to repair (or replace) existing, sub-standard housing for qualified, low-income homeowners. Applications are accepted for home improvement services from applicants who meet the eligibility requirements, which include but are not limited to the following: Applicant must be an enrolled member of the Lumbee Tribe of North Carolina. Applicant must reside in the service area of Cumberland, Hoke, Robeson, and Scotland Counties. Applicant must own or have lifetime rights to the home requiring repairs. Applications for home improvement services are accepted Monday-Friday, from 8:00 a.m. until 4:00 p.m. The following documents are needed to apply for home improvement services. Mission Statement The mission of the Office of Tribal Enrollment and Records is to uphold tribal sovereignty and execute responsibilities of tribal enrollment as dictated by the Constitution of the Lumbee Tribe. The office seeks to preserve for all time the Lumbee way of life by maintaining vital records provided by and for tribal members. In doing so, the office is in keeping with the tribe’s desire to honor our ancestors and provide for future generations. The Enrollment and Records office is regulated by CLLO-2010-0121-01 An Act to Provide Tribal Enrollment Ordinance. This ordinance is in accordance with Article II of the Lumbee Constitution. To qualify for membership with the Lumbee Tribe of North Carolina (new or updating), applicants must have biological descent from one or more persons named on the tribe’s base rolls and maintain historical or present day contact. The rolls will close thirty (30) days prior to any Special or Regular Election (typically held in November) and will remain closed thirty (30) days after or until certification of the election. Program Overview The Lumbee Tribe of North Carolina Boys & Girls Clubs are open to all youth between the ages of 6 to 18 for a nominal membership fee for the school year and the summer session.
