October 1, 2021 LUMBEE TRIBE OF NORTH CAROLINA SITE DEVELOPMENT FOR CHERAW ACRES SUBDIVISION WATER & STREET IMPROVEMENTS Sealed Bids will be received by the Office of the New Construction Manager for The Lumbee Tribe of North Carolina, 6984 N.C. Highway 711 W, Pembroke, North Carolina until 2 o’clock, P.M. on Thursday the 4th day of November 2021 for the construction of the Cheraw Acres Subdivision Site. Bids will be open and read to the public in the Tribal Chambers Room at the main office of The Lumbee Tribe of North Carolina located at 6984 N.C. Highway 711 W, Pembroke, North Carolina 28372 at 2 o’clock, P.M. on Thursday, the 4th day of November 2021. In general, the work for this project involves the installation of water, streets and drainage for the Cheraw Acres Site. Bids will be opened in public following the close of bidding and read in the presence of those interested in the Tribal Chambers Room at The Lumbee Tribe of North Carolina’s main office in Pembroke, North Carolina. Plans and Specifications are on file for inspection at The Lumbee Tribe of North Carolina’s New Construction Manager’s Office in Pembroke, North Carolina. Also, Plans and Specifications are available at ISQFT and Dodge Data & Analytics. Plans and Project Specifications may be obtained from The Lumbee Tribal Housing Complex at $100.00 per set by a refundable check. All checks should be made payable to The Lumbee Tribe of North Carolina. Partial Plans and Specifications will not be distributed to any particular party. Plan deposits are refundable provided the Plans and Specifications are returned in good condition within (10) days after receipt of Bids. Additional Plans and Specifications may be obtained from The Lumbee Tribe at $100.00 per set by a non-refundable check. A Pre-Bid Conference will be held at The Housing Materials Warehouse located at 164 Clovis Drive, Pembroke on Thursday, the 21st day of October at 11 o’clock A.M. Attendance at this Pre-Bid Conference is not mandatory, but all potential Bidders are encouraged to attend. After the award of the Contract, a Pre-Construction Conference will be held at The Lumbee Tribal Housing Complex at a day and time established by The Lumbee Tribe. Consideration will be given only to Bids from Contractors who submit evidence showing that they are licensed under Article 1, Chapter 87 of the North Carolina General Statues, “An Act to Regulate the Practice of General Contracting”, ratified by the General Assembly of North Carolina on March 23, 1937, when such Act is adhered to during the Bidding and Construction Phases of this Project. Contractor must submit two (2) sealed envelopes: (1) containing Bid Form labeled “Bid for Water & Sewer Improvements,” and (1) containing Contractor Requirements Labeled “Contractor Requirements.” In the upper left hand corner of each envelope the name of the Bidder, mailing address, and the Bidder’s North Carolina State License Number will be shown. Bids may be hand delivered or mailed to The Lumbee Tribe of North Carolina, New Construction Manager, Dave McGirt @ 6984 N.C. Highway 711 West, Pembroke, North Carolina 28372. The envelope labeled “Contractor Requirements” shall contain the following items: *Proof of General Liability Insurance Coverage of $2,000,000.00/Workers Comp $1,000,000.00. *Provide North Carolina Contractor License (Proper Classification) Number. *Surety Bid Bond, certified check or letter of irrevocable credit specified for this particular job equivalent to 5% of the bid price. *Statement identifying business as Indian owned and operated if applicable. *A list of sub-contractors and material suppliers. Bids will be opened in public and read in the presence of those interested. At the time of the Opening, The Lumbee Tribe of North Carolina reserves the right to waive minor variances or irregularities. After Bids are opened, they will be evaluated in accordance with the methods and criteria set forth in the Bidding Documents. No Bidder may withdraw a Bid within 60 days after the opening. A firm fixed price contract award will be made in writing to the lowest responsive and responsible bidder in accordance with 24 CFR 200.320 (c) (IV). As required by 24 CFR 1000.52, The Lumbee Tribe of North Carolina will give preference to qualified tribal and/or Indian-owned economic enterprise or organizations.
