LUMBEE TRIBE OF NORTH CAROLINA REQUEST FOR PROPOSAL GROUP HEALTH INSURANCE BROKER/CONSULTING SERVICE
The Lumbee Tribe of North Carolina (“Tribe”) is requesting proposals for insurance broker/consulting services from qualified firms to provide group health insurance to the Tribe’s employees.
Preference will be given to Qualified Tribal and/or Indian-owned economic enterprises or organizations.
The Lumbee Tribe of North Carolina will receive sealed Request for Proposals, mailed or hand delivered, until 3:00 pm on August 29, 2019, at the Lumbee Tribal Housing Complex located at 6984 NC Hwy 711 West, Pembroke, NC 28372 (Attention: Tanya Deese, P.O. Box 2709, Pembroke, NC 28372)
Bids will be opened on August 30, 2019, in the Tribal Chambers at 10:00 am, located at 6984 NC Hwy. 711 West, Pembroke, NC 28372.
All qualified proposals meeting the terms and conditions will be evaluated and approval made by the Lumbee Tribe of North Carolina to constitute the most responsive bid for the insurance broker/consulting services requested.

The Lumbee Tribe of North Carolina reserves the right to accept or reject any or all proposals and the right to waive any informalities or irregularities.
Proposals will be evaluated based upon the following criteria:
Responsiveness of the proposal in clearly stating an understanding of the work to be performed. 30 Points
2. Risk management experience. 40 Points
3. Qualifications of staff, including consultants, to be assigned to engagement. 30 Points
4. Size and structure of the firm 0-10 Points
5. Enrolled Member of the Lumbee Tribe 0-10 Points
Enrolled Members of other Tribes 0-5 Points
6. Cost of services 0 – 25 Points
TOTAL POINTS 0-145
In the event that oral interviews are necessary, additional points will be given on a scale of 0-25. While the total score will be a significant factor, the Tribe reserves the right to make a final selection.
