Mr. Joel Garth Locklear, Jr Sworn into Lumbee Supreme Court

The Oath of Office for the Supreme Court of the Lumbee Tribe of North Carolina was given by District Court Judge Jeff Moore to Mr. Joel Garth Locklear, Jr., on Wednesday, October 22, 2008.  The oath was charged at the Pembroke Courthouse at 1 p.m.

“I am proud that the Tribal Council approved Mr. Garth. I believe the Supreme Court will find him extremely beneficial, given his entire life has been spent in public service,” states the Tribal Chairman Jimmy Goins. “Given his understanding of court proceedings, and his extensive law career, I thought he was an excellent nominee and will be faithful justice to the Lumbee membership.”

Justice Garth Locklear has served on the Lumbee Tribal Council; a retired law enforcement officer, and a private investigator where most of his work is on capital murder cases.

Mr. Garth Locklear will serve a five year term on the Supreme Court of the Lumbee Tribe of North Carolina where he is charged with applying the law of the Lumbee Constitution, duly adopted ordinances and Lumbee custom.
