District 4:  Signed, Sealed and Delivered

(September 2009) On September 1, 2009 Housing Director Bosco Locklear and New Construction Manager Leon Revels awarded Certified Construction Services, Inc. with the contract for the community center project in District 4 on Philadelphus Road.
The bidding process began August 5, 2009 and remained open until August 20, 2009. During the period contractors were instructed to mail or hand deliver a sealed request for proposal in which the Lumbee Tribe constituted the most responsible bid for the services requested. Certified Construction Services, Inc is a contractor located in Lumberton, NC off of U.S. Highway 301.
         The 5,000 square foot, metal building will serve the Red Springs and Philadelphus community. “Residents of the area will be allotted the building for various uses such as but not limited to culture classes, computer classes, adult education classes, and community meetings.  Serviceability may also be allocated for other functions ranging from birthday parties to wedding receptions however, regardless of the use it will remain an alcohol free facility,” commented Revels. 
         Locklear and Revels partnered with the Native American owned and operated business to set a projected completion date of January 15, 2010. The organization has since then launched the construction of the $525,000 development, which began on Tuesday, September 8, 2009.
         The Lumbee Tribe broke ground on this project in June 2009 with Chairman Jimmy Goins, Tribal District 4 Representative Helen Locklear, and District 5 County Commissioner Raymond Cummings, Jr. The contractors for this project will be responsible for all materials, permits, site work, and all other items necessary for the construction of the building. Funding for this capital project is provided through the economic stimulus package.
