***Supreme Court of the Lumbee Tribe Orders New Election

The Supreme Court of the Lumbee Tribe has ordered a new election in Tribal Council District 6, (North Pembroke and Raft Swamp).  The new election will be held on February 5th, 2009 between candidates Jimmy Strickland and James Deese. There will be one polling site, the Lumbee Tribe Conference Room located at the Lumbee Tribe Office ((Union Chapel Road) between the hours of 6:30 a.m. and 7:30 p.m. To be qualified to vote a voter must be 18 years of age by the date of the election, must have resided in that district for 30 days, and an enrolled member of the Lumbee Tribe.  When a person comes to the polling site to vote an I.D. is required (Driver’s License, Picture I.D. or Lumbee Tribe Card or any other approved State I.D.).

Certified Winners

The following Council Members have been certified by the Lumbee Tribal Elections Board from the November 18, 2008 Election:

 District 2 – Sharon Hunt – Certified at an earlier date (unopposed)
 District 3 – Pam Spaulding  - Certified at an earlier date (unopposed)
 District 5 – Charles Bullard – Certified at an earlier date (unopposed)

 District 6 – Jimmy Strickland
 District 7 – Terry Campbell
 District 11 – Linda Revels
 District 12 – Shelley Strickland
           

Uncertified Winners

In District 6, challengers James Deese and Jimmy Strickland came up three votes apart as Strickland got 53 votes (51.5 percent) and Deese received 50 (48.5 percent) with three provisional ballots to be counted

Terry Campbell, 57, a self-employed contractor, won District 7 with 107 votes (46.5 percent), followed by runners-up Oceanus Lowry with 99 votes (43 percent) and Vinita “Cookie” Maynor-Clark with 24 votes (10.4 percent) with nine provisional ballots to be counted.

Linda Revels, 49, who serves as the clerk for the Hoke County Board of Commissioners, won District 11 with 126 votes (57 percent), defeating Elisha Dial, who received 95 votes (43 percent), with eight provisional ballots to be counted.

Incumbent Shelley Strickland won District 12, representing Scotland County, with 289 votes (58.5 percent), defeating challenger Luther “Pete” Strickland, who received 205 votes (41.5 percent.

Running unopposed were incumbent Sharon Hunt in District 2, representing Back Swamp, Fairmont and Smyrna; incumbent Pam Spaulding in District 3, representing Lumberton and West Howellsville; and Charles Bullard, who was the only candidate for John Lowery’s District 5 seat, representing Prospect and Oxendine. Lowery did not running for re-election.

The terms are for three years. The winners will be sworn in at January’s Tribal Council meeting.

The Lumbee Tribal Election Board will hold tribal elections for tribal election seats on November 18, 2008. The polls will open at 6:30 a.m. and close at 7:30 p.m. The candidates in District 6 (North Pembroke and Raft Swamp) are James Deese and Jimmy Strickland. The polling sites in District 6 are O. P. Owens Library and Indian Education Building. The candidates in District 7 (South Pembroke and Union) are Vinita (Cookie) Clark, Terry Campbell, and Oceanus Lowry. The polling sites in District 7 are Pembroke Middle School and Union Elementary School. The candidates in District 11 (Hoke County) are Linda Revels, Elisha Dial, and Richard Locklear. The polling sites in District 11 are Hawkeye Elementary School and Hawkeye Sands Apartments. The candidates in District 12 (Maxton, Alforsdville, and Scotland County) are Luther (Pete) Strickland, and Shelley Strickland. The polling sites in District 12 are Alfordsville VFW Building, Stewartsville Fire Department [John’s Station], and Queheel Fire Department.

To be eligible to vote on the day of election, November 18, 2008 a person must best an enrolled member of the Lumbee Tribe of N.C., 18 years of age on or before November 18, 2008 (Born on or before November 18, 1990 verify ALL with picture ID). Reside 30 days prior in the district in which they are voting. An out-of-area tribal member who is 18 years or older and has not voted in this election may vote at the polling site of their home community. The enrolled tribal member should not have voted previously in the election by Absentee Voting.

The Lumbee Tribal Election Board on September 17 met and reviewed 13 candidates who submitted an application to run for seven seats in seven tribal districts up for election on November 18, 2008.
                                           
The following candidates have been certified to run in their respective tribal districts.  Sharon Hunt Tribal District 2 (Back Swamp, Fairmont and Smyrna); Pam Spaulding Tribal District 3 (Lumberton and West Howellsville); Charles Bullard Tribal District 5 (Oxendine and Prospect); James Deese and Jimmy Strickland Tribal District 6 (Raft Swamp and North Pembroke); William Terry Campbell, Vinita “Cookie” Clark and Oceanus Lowry Tribal District 7 (South Pembroke and Union); Elisha Dial, Richard Locklear and Linda Revels Tribal District 11, and in Tribal District 12 (Scotland Maxton and Alfordsville) Luther Strickland and Shelly Strickland.

The Lumbee Tribal Elections Board also declared winners in three tribal districts because the candidates were unopposed.  They are: Sharon Hunt Tribal District 2; Pam Spaulding Tribal District 3 and Charles Bullard Tribal District 5.  Tribal members may request absentee ballots until Friday, October 24, 2008.  The deadline for absentee ballots to be returned is 5 p.m. Monday, November 17, 2008.  Tribal members must be 18 years of age by the date of the November 18 election and lived in the district for no less than 6 months.

LUMBEE TRIBE OF NORTH CAROLINA ABSENTEE BALLOT REQUEST APPLICATION

            This application must be completed if requesting an absentee ballot to be voted in the Tribal Election to be held November 18,2008.  If you are requesting the absentee ballot for yourself, complete Section I and Section II. If you are requesting the absentee ballot for a near relative, complete Section I on your relative (the person to whom the absentee ballot will be sent), and complete Section II on yourself.
                  
All absentee ballots requests must be received by October 24, 2008.

All  returned ballots  must be received by the Board of Elections by 5:00 p.m. on November 17, 2008.
